While I agree with some of the other posters here that 1A8X1 would give you a higher chance of getting selected for retraining, if learning a language is the main reason for wanting to retrain, I'd pick 1N3 over 1A8. In fact, the Retraining Advisory list changed mid-way through my window and so 4 of the 5 requested AFSCs which originally were OK'ed are now denied, so timing is key for trying to retrain. When I attempted to retrain, only those AFSCs that were on the Retraining Advisory list were accepted, all others were instantly denied.
While this shouldn't immediately discourage Airmen from attempting to retrain, it will probably count as a ding against you. It also has 1A8X1 (Which uses every 1N3 language, except for Urdu) on there, but you mentioned being more interested in just the 1N3 career field.
